The International Olympic Committee has banned Russia from competing as a country in the upcoming Winter Olympic Games in Pyeongchang.

However, IOC decided that “clean” Russian athletes will be allowed to participate in the games without national identity. The Russian anthem will not play for them.

The Russian Olympic Committee will announce if the offer will be taken on December 12. President Vladimir Putin is expected to make the announcement.

Russia’s Sport Minister Vitaly Mutko and his Deputy Yuri Nagornykh will never be allowed to attend the Olympic Games or take in part in their organization. President of the Russian Olympic Committee Alexander Zhukov has been suspended as an IOC member. Dmitry Chernishenko will not be a part of the Organizing Committee for Beijing 2022. Representatives of the Russian Ministry of Sport will not be allowed to attend the games in South Korea.

Russia will have to cover IOC investigation expenses and pay the USD 15m fine, which will be allocated to development of the Independent Testing Authority.

The chance to restore the reputation will come for the Russian Olympic Committee no sooner than after the 2018 Games.

Russian athletes who decide to compete in Pyeongchang will be approved by a special commission headed by the Chair of the Independent Testing Authority Valérie Fourneyron (Italy). The commission will be comprised of a representative from each WADA, Doping-Free Sport Unit, and IOC.
